Family Outraged as No Charges Filed in Killing of Bangladeshi-American Teen Win Rozario in New York

The family of 19-year-old Bangladeshi-American Win Rozario has expressed deep anger after New York State Attorney General Letitia James declined to file charges in his killing. Rozario was fatally shot in March 2024 in his Ozone Park apartment in Queens, New York, in an incident involving NYPD officers Salvatore Allangi and Matthew Cianfroco.

According to the family, the officers used aggressive language and escalated the situation within two minutes of entering Rozario’s home, ignoring repeated requests for restraint. They claim the officers lacked the training to handle individuals experiencing mental health crises.

The family criticized the investigation, saying that after a year and a half of limited communication, the attorney general’s decision not to pursue charges was biased and reflected a failure of justice. They noted that the Civilian Complaint Review Board (CCRB) had previously accused the officers of misconduct in the shooting.

Rozario’s parents and brother urged the CCRB to set a prompt schedule for hearings. They also called on Police Commissioner Jessica Tisch to dismiss Officer Cianfroco and for Mayor-elect Mamdani to remove NYPD oversight from mental health response teams. “Though this won’t bring Win back, it will be a step toward accountability for New Yorkers,” they said.

Justice Committee and DRAM, advocacy groups supporting the family, emphasized that body camera footage clearly shows excessive force and have urged swift action from the CCRB and city officials.

Win Rozario’s death in March 2024 has left the family and community mourning, highlighting ongoing concerns about police response in mental health situations and accountability in cases involving deadly force.
