US Introduces New Citizenship Test ‘Civics’ Starting October 20

The US Citizenship and Immigration Services (USCIS) has announced that a new Civics test will take effect on October 20, 2025, as part of the citizenship process. The updated test aligns with Executive Order 14161 and is designed to better evaluate applicants’ knowledge of US history, government, and civic engagement.
Under the new format, 20 questions will be randomly selected from a list of 128 questions, and applicants must answer at least 12 correctly to pass. Those with nine or more incorrect answers will fail but may retake the test twice within 60–90 days of their initial interview.
According to USCIS guidance, applicants who submit Form N-400 before October 20, 2025, will take the 2008 version of the test. Those applying on or after October 20 must take the 2025 Civics test, which has updated content and stricter evaluation standards.
The test is primarily oral and includes a requirement for English proficiency. Applicants unable to demonstrate English skills due to age or medical reasons may receive special accommodations. USCIS provides study materials, including vocabulary lists, sample questions, and official guides, to help applicants prepare.
The goal of the updated Civics test is to ensure new citizens have a clear understanding of U.S. history, government structure, and civic responsibilities, enabling them to actively participate in American civic life.
USCIS emphasizes that timely application and proper preparation are critical for success under the new testing standards. The updated process reflects the U.S. government’s aim to make citizenship evaluation more transparent and ensure new citizens are well-informed and engaged members of society.
