US Revises Ukraine Peace Plan Amid Russian Resistance

28 November, 2025, 12:29 pm

The United States has amended its proposed peace plan for Ukraine following intensive diplomatic talks in Geneva over the weekend. The revisions aim to better respect Ukrainian sovereignty and address concerns raised by European allies.

The original 28-point proposal faced criticism from the UK, Germany, and France for conceding too much to Russia. The updated version reduces demands for Ukraine to cede territory and reconsiders restrictions on NATO membership. Plans to significantly downsize Ukraine’s armed forces are also under review.

European diplomats played a central role in shaping the amendments, working to align the proposal with Ukraine’s stated “red lines.” This coordination demonstrates a unified Western approach, even as differences remain over how to resolve the conflict.

Russia, however, has rejected the revised plan, insisting the original framework remain intact. President Vladimir Putin confirmed the amendments could serve as a discussion basis but emphasized that Russia’s core interests must be preserved, leaving limited room for compromise on key issues like territory and security guarantees.

US envoys have been dispatched to both Moscow and Kyiv, and the amended plan has been divided into four sections to allow more focused negotiations on borders, security, reconstruction, and other critical topics. European leaders hope this approach can advance stalled talks.

Despite these efforts, no agreement has been reached. Analysts say the gap between the parties remains wide, and without Russian concessions, the path to peace in Ukraine remains uncertain.
