A new report by the urban policy think tank Vital City shows that murders and shootings in New York City have fallen to historic lows, although overall major crime remains higher than before the COVID-19 pandemic.

The report, titled “The State of Crime in New York City: 2025 and Beyond,” found that while violent incidents such as homicides and shootings have declined significantly across the city’s five boroughs, major crime overall is still about 27% higher than pre-pandemic levels.

Elizabeth Glazer, founder of Vital City, discussed the findings in an interview with Bobby Cuza on the program Inside City Hall. Glazer previously served as director of the New York City Mayor’s Office of Criminal Justice during the administration of former mayor Bill de Blasio.

The report highlights the mixed picture of public safety in the city, showing progress in reducing the most serious violent crimes while indicating that overall crime levels have yet to fully return to pre-pandemic trends.
