Mayor Mamdani Launches 2-K and 3-K Expansion, First Step Towards Universal Childcare
New York City Mayor Zohran Mamdani has announced the city’s first step toward expanding early childhood education by inviting providers to participate in 2-K and 3-K programs across all five boroughs.
For the first time in five years, new providers are being invited to join the city’s 3-K programs, while 2-K services will be offered in initial neighborhoods this fall with plans to expand citywide over the next four years. The move aims to make childcare more affordable and accessible, addressing the rising costs that have forced many parents to leave the city or pause their careers.
Mayor Mamdani said, “Every family who needs childcare should be able to get it—and the educators and providers who make it possible must have the support they deserve.” Schools Chancellor Kamar Samuels added that the initiative is designed to give children a strong educational foundation while supporting sustainable growth in early learning programs.
The administration has opened a request for information (RFI) for new providers interested in offering 2-K and 3-K services, and surveys for existing providers looking to expand capacity. Submissions are due by 19 February 2026.
