Disciplinary Action Begins Against NYPD Officers Over Killing of Teen Win Rosario

The New York Police Department has begun disciplinary proceedings against two officers accused of killing Bangladeshi teenager Win Rosario, more than 18 months after the shooting.

Rosario, 19, was shot dead inside his Ozone Park home in March 2024 by officers Salvatore Alangi and Matthew Cianfranco. His mother and younger brother witnessed the incident. Campaigners say the officers fired five times within two minutes, despite his mother’s pleas for them to stop.

Last week, the Civilian Complaint Review Board (CCRB) found the officers guilty of serious misconduct, including excessive force and abuse of authority. On Thursday, the NYPD formally handed the charges to the officers — a move rights groups described as a long overdue step.

Rosario’s mother, Notan Eva Costa, said: “I feel some relief, but it should not have taken this long. The officers should have been fired already. I hope the NYPD acts without delay.”

Civil rights groups including Justice Committee and Desis Rising Up and Moving (DRUM) have campaigned alongside the family, holding protests outside NYPD headquarters. They are now calling for both officers to be dismissed and criminally prosecuted.

Loida Colón, director of the Justice Committee, said: “Unless they face prosecution, the message will be that police officers can kill with impunity.”

Rosario’s death came amid ongoing scrutiny of police use of force in New York. Campaigners say the case highlights systemic failures in holding officers accountable.
